MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD FEBRUARY 10, 2011
CALL TO ORDER
The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.
INVOCATION
Mr. Mayur Shah with the Rama Krishna Institute offered the invocation.
PLEDGE OF ALLEGIANCE
Boy Scout Troop 1005 led the assembly in the salute to the flag.

Ram Kakkar spoke regarding street sweeping matters.
Louzana Kaku invited residents to the upcoming Soroptomist Club of Artesia-Cerritos Casino Night.
CONSENT CALENDAR
Approval of Register of Demands
MOTION: It was moved by Councilman Barrows and seconded by Councilwoman Chen to approve the Register of Demands dated February 10, 2011, Checks 122505 through 122880, in the total amount of $6,366,015.54. The motion carried unanimously.
Approval of Treasurer’s Report
MOTION: It was moved by Councilman Barrows and seconded by Councilwoman Chen to approve the Treasurer’s Report for the period ending December 31, 2010. The motion carried unanimously.
Approval of Minutes
MOTION: It was moved by Councilman Barrows and seconded by Councilwoman Chen to approve the Minutes, as amended, of the Regular Meeting of January 27, 2011 and the Special Meeting of January 27, 2011. The motion carried unanimously.
PUBLIC HEARINGS
Consideration to waive reading of and introduce an Ordinance of the City of Cerritos adopting by reference the Los Angeles County Residential Code and the Los Angeles County Green Building Standards Code and amending Title 15, Buildings and Construction, of the Cerritos Municipal Code in accordance with these adoptions.
Consideration to waive reading of and adopt a Resolution of the Cerritos City Council adopting by reference the 2011 Los Angeles County Building, Residential, Green Building Standards, Electrical, Mechanical, Plumbing, and Fire Codes for the City of Cerritos as amended.

*Pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA), this project is exempt from CEQA review.
Director of Community Development Torrey Contreras provided a report. Staff recommended this item be postponed indefinitely pending further information from Los Angeles County.
Mayor Cho opened the public hearing and public comments. There were no speakers. The Mayor then closed public comments and the public hearing.
MOTION: It was moved by Councilwoman Chen and seconded by Councilman Edwards to postpone the above mentioned items indefinitely. The motion passed unanimously.
PUBLIC WORKS ACTIVITIES
Review of a traffic signal warrant analysis conducted for the intersection of Carmenita Road and Ashworth Place.
Assistant City Engineer Kanna Vancheswaran provided a report.
Randy Economy, resident, spoke regarding traffic concerns and traffic mitigation issues at the intersection of Carmenita Road and Ashworth Place.
Gail Grossman, resident, spoke regarding traffic concerns and traffic mitigation issues at the intersection of Carmenita and Ashworth Place.
MOTION: It was moved by Councilwoman Chen and seconded by Mayor Pro Tem Lee to receive and file the traffic signal warrant analysis conducted for the intersection of Carmenita Road and Ashworth Place and direct staff to study the potential for a “No U-turn status” at that intersection. The motion carried unanimously.
Consideration and award of contract for professional potable water diving services to clean C-2 reservoir east at 16540 Marquardt Avenue in the City of Cerritos.
Water Superintendent Charles Emig provided a report.
MOTION: It was moved by Councilman Edwards and seconded by Councilwoman Chen to award a contract for professional services for the cleaning of the C-2 Reservoir East to Harper & Associates Engineering, Inc. in the amount of $15,500 and reject all other proposals. The motion carried unanimously.
NEW AND OLD BUSINESS
Review and consideration of a Web-based Geographic Information Systems (GIS) mapping tool for the City of Cerritos.
Current Planning Manager Robert A. Lopez provided a report.
MOTION: It was moved by Mayor Pro Tem Lee and seconded by Councilman Edwards to launch the Cerritos GIS web-based mapping tool on the City of Cerritos website for use by and availability to the general public. The motion carried unanimously.
REPORT ON PENDING LEGISLATION
City Manager Art Gallucci provided an update report on pending bills regarding redevelopment agencies and auditing standards.
CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS/REPORT ON MEETINGS
Councilwomen Chen made the following announcements: Delegation of Chinese foreign dignitaries who visited the City of Cerritos, Friends of Arts Education event, and the Festival of Friendship Event.
Councilman Barrows made the following announcements: Festival of Friendship, Mud Run fundraiser for the “Blind Start” event, and Sheriff’s Deputy information event on home security matters.
CONSENSUS (Barrows): Direct staff to return with a report on informing residents regarding sewer lateral lines.
Councilman Edwards made the following announcements: Friends of Arts Education event, Festival of Friendship, and State of the County event.
Mayor Pro Tem Lee made the following announcements: Festival of Friendship.
CONSENSUS (Lee): Direct staff to reach out to any veterans who are members of the Cerritos community to participate in the upcoming Veteran’s Day ceremony.
Mayor Cho made the following announcements: Friends of Arts Education event, Festival of Friendship, Huntington Beach Marathon, and City Council salary and benefits.
