Cerritos City Council Meeting Minutes

MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CERRITOS HELD FEBRUARY 24, 2005

CALL TO ORDER

Mayor Robert Hughlett called the meeting to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

INVOCATION

Councilwoman Laura Lee offered the invocation.

PLEDGE OF ALLEGIANCE

Boy Scout Troop 502 led the assembly in the salute to the flag.

ROLL CALL

The City Clerk noted attendance of the following Members of the City Council:

Councilwoman Gloria Kappe
Councilwoman Laura Lee
Mayor Pro Tem John Crawley
Mayor Robert Hughlett, Ed.D.

PUBLIC COMMENTS AND SUGGESTIONS

Mayor Hughlett invited comments from those who wished to address the City Council on other than agenda items. There was no response and the public comments and suggestions portion of the meeting was closed.

CONSENT CALENDAR ITEMS

Approval of Register of Demands

MOTION:  Councilwoman Lee moved to approve the Register of Demands dated February 24, 2005, Checks 68575 through 68576, Checks 68577 through 68650, Check 68651, Checks 68652 through 68797 and Checks 68798 through 68987, in the total amount of $1,294,314.63. The motion was seconded by Councilwoman Kappe and unanimously carried.

Approval of Minutes

MOTION:  It was moved by Councilwoman Lee to approve the Minutes of the February 10, 2005 Regular City Council meeting and the Minutes of the February 17, 2005 Special City Council meeting. The motion was seconded by Councilwoman Kappe and unanimously carried.

Ordinance for second reading and adoption.  Reading of ordinance waived and ordinance adopted.

ORDINANCE NO. 893

AN ORDINANCE OF THE CITY OF CERRITOS ADDING CHAPTER 10.42 OF TITLE 10 TO THE CERRITOS MUNICIPAL CODE RELATING TO PARKING IN ALLEYS.

MOTION:  Councilwoman Lee moved to waive reading of and adopt Ordinance No. 893.  The motion was seconded by Councilwoman Kappe and carried by the following vote:

AYES:              Councilmembers - Bowlen, Kappe, Lee, Crawley, Hughlett
NOES:             Councilmembers - None
ABSENT:         Councilmembers - None
ABSTAIN:       Councilmembers - None

PUBLIC HEARINGS

An appeal of the Planning Commission decision related to Variance 2004-2 requested by the property owner Cerritos Gardens, LLC, 26840 Aliso Viejo Parkway, Aliso Viejo, California 92656, to allow a reduction in required parking spaces and required recreation open space at the Cerritos Garden Apartments located at 18944 Vickie Avenue, Cerritos, California 90703.  The property owner is requesting a new one-bedroom apartment, a new resident meeting room and a new business/leasing office.  The subject site is zoned RM, Multi-Family Residential (APN 7028-002-021 and APN 7028-002-002). 

Appeal to the City Council PC 2005-1

Title to the foregoing item was read, the public hearing opened, and staff called upon for a report.

Assistant City Manager/Administrative Services Saunders reported that Cerritos Gardens, LLC has requested to continue the public hearing to consider Appeal to the City Council PC 2005-1 to the March 7, 2005 City Council special meeting.

Interested parties were invited to present testimony.  There was no response.

MOTION:  It was then moved by Councilman Bowlen and seconded by Councilwoman Lee to continue the public hearing to consider Appeal to the City Council PC 2005-1 to the March 7, 2005 City Council special meeting.  The motion carried unanimously.

PENDING LEGAL MATTERS

Resolution for consideration

Consideration to waive reading of and adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CERRITOS REQUESTING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS UNDERTAKE A COMPREHENSIVE AUDIT OF SHERIFF’S COSTS CHARGED TO THE CONTRACT CITIES.

RESOLUTION NO. 2005-2

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CERRITOS REQUESTING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS UNDERTAKE A COMPREHENSIVE AUDIT OF SHERIFF’S COSTS CHARGED TO THE CONTRACT CITIES.

MOTION:  Councilwoman Lee moved to waive reading of and adopt Resolution No. 2005-2.  The motion was seconded by Councilwoman Kappe and carried unanimously.

NEW AND OLD BUSINESS

Consideration of the City of Cerritos' Annual Financial Report for Fiscal Year 2003-2004.

MOTION:  It was moved by Councilwoman Kappe and seconded by Mayor Pro Tem Crawley to receive and file the City of Cerritos’ Annual Financial Report for Fiscal Year 2003-2004.  The motion unanimously carried.

Review and consideration of artwork to be located on the northwest corner of South Street and Studebaker Road (10969 South Street) for the Browning Automotive Group in accordance with Chapter 22.94 of the Cerritos Municipal Code as it relates to the Art in Public Places Program (APN 7038-012-008 and APN 7038-012-010).

MOTION:  It was moved by Councilwoman Kappe and seconded by Mayor Pro Tem Crawley to concur with the recommendation of the Fine Arts and Historical Commission and approve the art piece entitled “Intercept” and fountain to be located on the northwest corner of South Street and Studebaker Road as outlined in the staff report dated February 24, 2005.  The motion unanimously carried.

Consideration of selecting a logo design for the City of Cerritos’ 50th anniversary celebration.

MOTION:  It was moved by Councilwoman Kappe and seconded by Councilwoman Lee to approve Option B for the 50th anniversary logo design as outlined in the staff report dated February 24, 2005.  The motion unanimously carried.

CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS

Councilmembers commented on the recent Liberty Park Re-Dedication and dedication of the new Cerritos on Wheels buses.

Councilman Bowlen suggested proclamations to Cerritos residents who are serving in the military; suggested a future agenda item to discuss carpool parking at Liberty Park; and suggested a future agenda item to discuss the vacant State Farm building.

CONSENSUS:  It was the consensus of the City Council to direct staff to place the matter of carpool parking at Liberty Park on a future agenda.

Councilwoman Lee reported on her participation in the read aloud program at Gonsalves and Carver Elementary Schools.

Councilwoman Kappe invited the community to attend the California’s Junior Miss scholarship program, February 26, 2005, 7:00 p.m., Cerritos High School Theatre, and encouraged the community to watch the rebroadcast of the American Association of University Women Candidate’s Forum held February 23, 2005 for the Cerritos City Council candidates in the upcoming March 8, 2005 General Municipal Election.

Mayor Hughlett reported on his participation in the read aloud program at Gonsalves and Carver Elementary Schools.

ADJOURNMENT

There being no further business to come before the City Council, the meeting adjourned at 7:43 p.m.
